rfc2716bis-11 has been published

I have been working with Bernard Aboba on a update to EAP-TLS that represents best practices associated with its implementation, the latest update for this work can be found: http://www.ietf.org/internet-drafts/draft-simon-emu-rfc2716bis-11.txt the changes in this version are called out in Apendix A of the document.
This version of the document is (likley) very close to what will be finally published as rfc2716.
